"Hopium" is the combination of irrational optimism and hope in a non-existent, BS recovery, added with the psychological effects one would receive from opium use-- enhanced euphoria and exaggerative sense of well being.

And a person who actively believes in or verbally spins the current economy into a positive is a "Hopium-head"

Today's Hopium-head quote of the day: "Obviously, we're experiencing some headwinds...  We are on the path of a recovery but it's got to accelerate"  -- President Obama

Like the age old riddle of "If a tree falls in the forest, does it make a sound?", perhaps the modern equivalent would be "If a recovery does not exist, can it 'accelerate'?"
